Cause:

 

 

The error is caused by the InstallAnywhere software.

Resolution:

 

 

The issue is resolved with DPA version 19.2 patch 17.

    Workaround   
    Before running the installer, set the following system variable in the environment:       
        Name: JAVA_TOOL_OPTIONS       
        Value:  -Dos.name="Windows Server 2016"
